Regulatory Framework

The Illinois Cannabis Regulation Oversight Office (CROO) "coordinates among all agencies involved in the direct regulation and taxation of Illinois' cannabis industry, while promoting effective policies to ensure diversity and equity," under the leadership of an Oversight Officer appointed by the governor but subject to senate confirmation [1]. Track-and-Trace

The Illinois Cannabis Tracking System utilizes BioTrackTHC for seed-to-sale tracking [8]. Additionally, Illinois has utilized software and a licensing portal from Tyler Technologies [9]. Licensing

The Illinois Department of Financial & Professional Regulation (IDFPR) handles the licensing process for adult-use cannabis businesses. IDOA also licenses and regulates various cannabis business types [11] [12]:

  • Cultivation centers.
  • Craft growers (smaller scale cultivation).
  • Infusers (processors).
  • Transporters.
  • Dispensing organizations (retailers).
  • Labs (testing facilities).

Possession Limits

Medical Cannabis

Patients with qualifying debilitating conditions can register with the IDPH Medical Cannabis Patient Registry Program to obtain a Medical Cannabis Registry Card [15] [16]. As of August 2024, the IDPH website lists 41 qualifying conditions, with an annual review process for adding new conditions [17]. Registered patients can designate a caregiver who is 21 years or older [18].
